• Beyond the allowance, adjudicate() now refuses with quota_exhausted whatever the overage policy, because only the region knows whether the overage can be paid for. adjudicateAsync() asks the region, which allows the call when the capability has an overage price and the organization's wallet covers the cost. In 0.1.0-beta.0, a capability under allow and bill was allowed locally beyond the allowance without checking the wallet.
• A reservation waiting to be confirmed or released now has the status RESERVED, as the region reports it; 0.1.0-beta.0 reported PENDING. The RECLAIMED status is removed from the types: a reservation the region gives back after expires_at reads as RELEASED.
